Are there still 21 day holds on NON EBAY payments?

I saw a post on here yesterday that it appears 21 day holds are gone on new eBay sellers -- does it still exist for non eBay payments?

Gone on new ebay sellers? I've always had limits on my payments when selling on ebay - until after like 3 months.

This is new?
