PayPal STILL holding funds nearly 6 months later??

My ebay account was made 7/2015.
I had my first sale 9/2015
I've sold over $4,500 worth of goods
Across 40 transactions
I have 16 positive feedback at 100%

Despite my track record, PayPal still holds my funds, no matter the amount. I usually sell items that are worth at least $300, but I tried a $1.00 item. Funds were even held for that.

eBay used to tell me when the funds were going to be released, but after I passed the 90 days after my first sale, this estimate just disappeared and now I have no clue when I'll get my money.

For example, I sold an item. I used OVERNIGHT shipping to get the buyer the item in less than 1 day (how's that for customer service?). Despite being delivered (valid tracking number, signature confirmed, buyer even messaged me thanking for fast shipping!) over 4 days ago, my funds are still held in PayPal.

I have not called as I don't have a real phone attached to this account.
What should I do??

Do you mean you have 21 day payment holds on the account?

Was the account made by you or purchased?

What category are the items?

Was the attached paypal verified and comfirmed?

@OP, how much have you successfully withdrawn from the account in spite of holds? After holds are removed I mean

Yes, but I assumed this limit should have been lifted after the first 90 days as I've read all over the internet and eBay's own website as well.

I purchased this account from a trusted member on this forum.

Category is electronics (not an sub category in particular). High risk item catergory, but I assumed I would have show I have a clean track record after 40 transactions.

I have verified the PayPal months ago by attaching it to a checking account I made specifically for this account.

What about disputes, chargebacks and defect rate?

I have heard that sometimes users pass 21 day hold and after a time it's back, especially, when your seller performance reduces.

Do you sell contantly on the account, without missing random months in between?

Paypal can choose to put holds on any transactions, at any time.

My guess it has to do with you selling electonics.

It's probably because of your feedback numbers.
If you have had over $4.500 in sold transactions
why do you only have 16 positive feedback? Were they all US buyers?
Get the feedback numbers up, that might help.
If you can sell some small items quickly and get the transaction/feedback numbers up.

from ebay Help page:

While you establish your selling track record, buyer payments may be delayed.
These funds are generally made available once:

It’s been more than 90 days since your first successful sale
You’ve had more than 25 sales transactions with US buyers, and
You’ve had more than $250 in sales

All 3 need to be met in order for the hold to be removed from payments.
Even then, they can choose to hold payments if you are in a high-fraud
category and I would think electronics would be one of those.

Hmm, I cancelled 3 orders recently. That put me Below Standard, I'll assume this is the reason.

That most likely is the reason. Going below standard after 40 transactions is NOT seen as a positive track record. If you could get Top Rated or at least above standard for 90 days you would probably start getting instant payments.

That could be a factor plus the category.

"Electronics" make paypal edgy too.
