PayPal Sending Money and Adding Bank

When I try sending money through a link or site like GYFT it ask me to verify my phone but then says its not under my name

Along with that when I try adding a bank it says to try again later. I waited a few days but same thing.

I tired many possibilities with gyft, no matter what I did, it just did not work. Not worth the time in my opinion, best just to figure out how to draw money out of your PayPal as real cash, which is thru bank account.
