when paypal gave 45 days to the buyer to open a dispute
there was this problem
that could send funds to another paypal account and issue a refund if necessary
because PayPal allows me to be reimbursed up to 60 days

but now, the buyer has 180 days to open a dispute
paypal and just let issue a refund 60 days after receiving the payment
Only then could send a new payment
and reach the limit annual reception

1700 is a BIG withdrawal for a first time....if you slowly withdraw and build...100, 200, 300, 500 over time then maybe you can hit that level but not right away...

You should also leave enough money in your PayPal account to issue any possible the refund... I think this is one of your problem but your thread is not very clear.

If you want to run a proper stealth account and don't want to get into troubles you have to do that.
Returns or chargebacks for any reason can happen. Keep some money into your account just in case.

I keep 2-3 times the average sale amount in PP at all times
