PP: Can they contact 3rd parties to disclose information??

Hi

I withdraw pp funds by sending payments to a 3rd party money processor (the x one) - in paypal they appear as "payments sent", as if you transfer money to a friend.

This outside money processor, they do have my real info (bank, name)

Is it known paypal could contact other companies and ask for private information in case your account is in red and they cant charge your (virtual) cc on file?
