Add new stealth Paypal to old stealth Ebay?

So I just hit the wall with my first stealth account where buyers are saying they can't make payments to my items. Still seems like I'm able to withdraw the money I have, but can't accept anymore.

I have started a brand new stealth EB/PP accounts, but I still have a good amount of items listed on #1. Can I buy a PP only account to add to Ebay #1, or do I have to pull all listings from #1?

I must be very close to the 20K on Paypal. Not sure what the 200 is.
