Can I add PayPal Account already attached to eBay to my Website to receive Payments?

I'm new to this forum but have a lot of stuff to understand how accounts work but I'm still not clear. Below is my question, can anyone please help me.

I want to purchase US PayPal Account with with VCC or VBA to sell stuff on my website. I want to add that purchased PayPal account to my website to receive payments. After doing some research I found this great forum. But here mostly sellers are selling the PayPal account attached with eBay. Normally it's written
Limits: 1000/$25,000 - - - - - - $240
Limits: 500/$25,000 - - - - - - - $210
Limits: 100/$5,000 - - - - - - - - $180

Firstly, I want to ask what 100/$5,000 Exactly means?

Secondly, can I add this purchased PayPal attached to eBay on my website and start receiving the payments from my website or these PayPal accounts only receive payments from attached eBay?

Thirdly, will there be any Limit of Receiving Payments ?

1st, You need to find a way to get this money out, How do you plan to do so?

What you are reading there are the EBAY selling limits. 1,000 = how many items, $25,000 the dollar amount.

Yes you can but you may have issues if you try to receive a ton of money too quick.

Don't Know, we don't work for Ebay.

Why are you planning to use US Paypal? and don't forget you still have to find a way to get the funds out.
