scammed: chargeback, digital goods
 
Hi

I have sold multiple digital goods over eBay, but recently I got a chargeback notification for two of items i sold.

For one, they took $86 from paypal balance. I was at 0 balance at that point. After 20 days, today, I've received another chargeback and now says -$140

I am not sure what kind of buyer/seller policy paypal has, but I am pretty sure they won't be on my side.

As for today, both chargebacks remain open.

My questions are: can paypal take money from my bank account without my permision. If not, what should I do next?

Yes they can because before you attach your bank you had to agree with their user agreement. If I were you, remove that bank account before they can take money out of it.

Thanks. I didn't know they have permission to take money like that.

Oh I cannot remove the bank account from PayPal itself, I'll have to cancel it.

They can take the funds as per the ToS you agreed to.
Make sure that account is shut down otherwise they'll try to take the funds and they will either succeed (if there are funds in there) or they will fail. they can fail if there are no funds in there or if the account is closed. If it is the first option your bank can hit you with an NSF (Non Sufficient Funds) charge of $35 (pretty standard amount for banks).
Make sure to shut down that account if youre worried about it.

That's unlucky. To this date I've had no charge backs but know a few who have. I'll send my mate a message and see how he tackled his issue.

Unfortunately, paypal does not cover digital goods.
Sorry, You might be able to get somewhere with ebay though.
Have you called them? They can be helpful if they think a buyer
is scamming. My cousin went through this, different item, but
the buyer was clearly trying to get a refund and keep the item.
They did help him and refused the refund. They might be able to
do something for you.

just for the info, here is what they do not cover sellers for regarding chargebacks

11.5 Items/transactions not eligible for PayPal Seller protection. The following are examples of items/transactions not eligible for PayPal Seller protection.

Intangible items, including Digital Goods, and services.
Claims or Chargebacks for Significantly Not as Described.
Items that you deliver in person, including in connection with In-Store Checkout.
PayPal Direct Payments.
Virtual Terminal Payments.
PayPal Business Payments.

Items that are not shipped to the recipient's shipping address on the Transaction Details Page. If you originally ship the item to the recipient's shipping address on the Transaction Details Page but the item is later redirected to a different address, you will not be eligible for PayPal Seller protection. We therefore recommend not using a shipping service that is arranged by the buyer, so that you will be able to provide valid proof of shipping and delivery.
