Paypal withdrawl reversed, technical issue?

Paypal withdrawl reversed after status "completed", saying technical issue?

Is this a paypal issue or my bank issue?

If it already showed completed, it will be in your bank. More then likely, a glitch.

Have you made you made withdrawals to this bank account in the past? If so its most likely not a bank issue.
Has the money shown up back in the paypal account?
Need more info.

I have made successful withdrawals to the bank account many times.
The money did show up back in my paypal account right away.

It was definitely a paypal issue. I tried another withdrawal and an hour later i got a limited account wanting all the usual documents.

So random with no changes. A good account down the drain.

Yeah, when the payment(s) get reversed (Outside of a case being opened) the account usually gets limited shortly afterwards I find.
