I have try many time , its not allow me link BMO account , i did try call paypal , they cant help also , is that any way link BMO ( bank of montreal ) bank account ?

Routing 000138770 , yes link for transit . But this is US paypal , can not link canadian bank ?

No you can't use it for pp usa - that's the problem /fail
