natashaiera | 04-09-2016 03:53 PM | Does Paypal have different systems for different countries? Okay, I'm aware that this is sort of a strange question, but it's worth a try. I had an issue with a product that I purchased through Paypal, but since I knew the person personally I decided to send them the money as a payment to family and friends so that they would get their money immediately.
Unfortunately, since I had an issue with the product I had to ask for a refund; although he sent the "refund" as a payment for goods or services, and the funds are being held for 21 days!! I'm trying to contact him to let him know that I need to refund the money and have it sent to me the right way but he hasn't been responding to my texts or calls and it's been about a week.
I called Paypal and explained the situation and tried to ask them if they could just release the funds but they refused and a manager stated that beginning in March of this year they had a system update and agents can no longer manually release funds. At first I did not believe him, but after calling five separate times trying to get the funds released and being denied every single time, I began to realize that he's probably telling the truth.
Anyways, I am in the U.S. and have a U.S. Paypal account. I was wondering though, if I were to call Paypal Canada, would their system be different at all from the system that they have when I call U.S. customer service? Like I said, I know this is a pretty strange question, but any help would be greatly appreciated.
