Is it possible to get an EIN outside the US

I'm outside the US but I have a stealth US paypal account which is in good standings that I use to purchase from sites that only sell to US paypal accounts.

I've been receiving payments to the account from cash back sites that I am active on,I want to increase the volume of buying I do but it's impossible without reaching the SSN limit.

Does anyone know how the procedure for something like this would work?

Yes you can get it. I got one using Mollaei Law (mollaeilaw.com)

The attorney acts on your behalf and requests one for you. He'll get back to you when it's issued. Takes a couple weeks. I think it cost around $300, can't remember.

It is doable.

I suggest you make enquiries within your local community.

There may even be Israelis returned from the US that have the skills to help.
