Can i use vps to create new paypal/ebay account?

I want to create paypal and ebay account with vps, but seems the two vps have same Pc info, like:
I run a software which need registration code , and find registration code from the two vps are the same, only ip address different
so , will it be a problem if i use them to create two different paypal/ebay accounts?
will paypal limit all accounts because the vps systerm are same?

You definitely can use a VPS for new stealth account creation.

But what kind of software is that you're using? I would guess it won't make a footprint that big that would cause your accounts to be linked...
