AVS is a VCC that has been address registered and has zip code asociated.

Some PayPal needs that to be verified.

Thanks for the reply guys.
I am about to create a stealth paypal since i finished the stealth book and i was looking at VCC options and saw AVS and non avs vcc's.

For these corcumstances, the advise from MM78 is the quickest and most practical.
