I need something that works every time and that PayPal won't be able to catch the actual IP address

Well you have the available options:
1. Mifi/Dongle
2. Dialup
3. VPS
4. VPN (Not the cheap ones, abused ones, free ones)

Its a dongle that is WiFI enabled.

Instead of plugging it into your laptop you can just connect to it via WiFi.

Those are just examples of what they look like, there are a few ISP's that offer the same type of service.

What Internet service are you currently using for your stealth needs?

Nothing really yet. Do those services give you unlimited ip addresses

All ISPs are limited to the size of their IP pool

But will I share an ip with somebody or will I be the only one with that certain IP?

You will share, but dont worry about sharing.

Decide which way you want to access the internet, then we can all help you with the best solution. Right now your on the first page of the stealth book, you need to decide, it really wont matter that much in the long run.
