The address is US address confirmed.
The account was registered in Oct. 2015.

Personally I ship every order I get.

I have guest orders blocked so I get a lot of buyers with 0 feedback who made an account just to purchase from me.

If it concerns you OP, just reach with a courtesy e-mail to the buyer - see what he/she says - just to get a reply and feel for the buyer. $16 is not a huge risk imo.

I have had international buyers that have me ship to a forwarder and have never had any complaints.

Send them my way, I will ship whatever it worth $4 for that $16. I make a profit and the OP is happy that he/she got rid of someone who is a low feedback buyer.

Is the address the same as paypal address.

A good thing about having guest buyers over those that go the extra mile to register for the purchase is that guest buyers cant leave feedback.

But the issue is that ebay pushes those guest buyers to register.

paypal can be weird as well. Have done some experiments with amounts under US$60.

Got notices 7 months later to join ebay... I declined!
These were totally separate accounts in every respect.

I don't have much of a problem with feedback.

But to anyone reading this, keep in mine we all run our businesses differently and we all have different product lines. What works for my business may not apply to your operation whatsoever.. Just putting that out there.

More likely to get this issue with buyers with only 1 feedback when selling some items, that are very popular and appeal to people into trendy items, also the point about eBay/PayPal pushing people to open accounts is easily bypassed by just ignoring it as greenbean said.
