Paypal upgrading business account I can't seem to even login without ssn?

I just upgraded to a business account with paypal, but it ask me for ssn. I know this was a while back and you used to be able to click on the logo and it would take you to your main account, but now it's not working. So nomore upgrading to a business account or what's the deal? Somebody please help, thank you.
