Withdraw to VCC USA

I just found this. Interesting if Lyft.com can do it then why can't Paypal? Says it has to be debit card tied to bank account.

Theres no regulation preventing it, but if they do so they are making the USA even more appetizing to stealthers with no real benefits to "normal users".

besides if it has to be tied to a bank that makes additional problems regardless. a VCC wouldn't be feasible.

That's lyft's requirement. Paypal over the years has had lots of different cash out over the years. Moneygram coinstar paypal plugin instant vcc.
