Conditions for 21 paypal hold???

Sorry for creating thread. I remember a looooong time ago I saw this answer but couldn't find it now since it was long time ago.
What are the conditions for paypal 21 days hold NOT RELATED to ebay.

As about paypal only, as far as I remember it is - 60 days old, 5 different payments, total transactions amount - $150.

Correct me if I'm wrong. Appreciate it. Thanks !

Again, this is to paypal separate non-ebay.
