Do buyers not have to ship with tracking when they return an item
 

Had a completely fraudulent buyer open a dispute on paypal. I usually sell lower priced stuff but this time sold a tablet that was over $250. Buyer leaves positive feedback transaction goes smoothly. Comes back to me 3 weeks later claiming the tablet was scratched. Sends me pictures of a HUGE scratch across the front. It was not there when I shipped it and even if it was you'd notice that IMMEDIATELY. Its like coming back a month later after buying a car saying I didnt realize this windshield was broken until today. It obviously was scratched by him and now he wants his money back. I politely tell him I wont be refunding his money because I have pictures before and that the scratch is clearly new. He filed a dispute with paypal. And wins (thats another story). Paypal has already given him his money back. Now he claims he shipped the item. I tell him I havent received it yet. And ask for tracking and he says he didnt get tracking or signature because "its not worth it on a broken machine" (hes just a jerk) Can I fight this in any way at all. Are buyers not even required to send items back? This is getting ridiculous. Will paypal recharge him for not providing any documentation that he actually sent it.

Paypal does not issue a refund until the item is PROVEN returned.

So then should I call paypal then? Because my account is in negative right now. What do they say is proven as delivered?

Paypal holds the funds. The buyer has ten days to return the item and supply tracking. If the 10-11 days come up and no tracking is supplied, you get the money. If tracking shows delivered to you, then buyer gets refunded.

ABCs of a paypal case. It has always been this way.

Then you call ebay and report the fraud.
