I wait 24 hours before send any payment but not work any solution for this issues?

Waiting period is 2-3 days. If it persists, call Paypal.

How old is the account youre trying to send payment from? Id guess very young.
Also, what amount are you trying to send?

For some of my newer accounts I've only been able to send amounts that are $9.99 and less. I can send that as many times as I wanted but not a penny more.

1200 gbp but at this moment work fine no more issues !
but only in one account not let me send to another account sometimes paypal is stupid monkeys

Ive found with accounts that havent sent moeny before you can only send a low amount. Usually less than £20.
