Western Union is allowed in Libya, I just checked.

@OP, the easiest way to do this would be if you had a Paypal debit card which you could pay for a W/U transaction with. I doubt the Paypal debit card is available in your country though.

Another possibility, and probably your only option, is to withdraw the Paypal money to a bank account. Then you just withdraw from bank account and pay for the W/U transaction in cash.

Why is everyone saying it can't be done? That's just misleading. You aren't able to transfer directly from Paypal to W/U (without a P/P debit card), but by no means does that make it impossible. Just use a bank OP.

I understand it can't be done directly without a Paypal debit card, but by no means does that make it totally impossible to send a W/U payment with Paypal funds. I was proposing possible solutions rather than dismissing OP outright like everyone else seems to be doing.

OP's original question was quite vague, but he did ask "how I can do." I'm the only person in this thread who's actually posted methods for doing what OP needs to do.
