Paypal error when trying to pay something. Please help.

Sold some items, got the money to Paypal from Ebay, after 21 days hold, they are now available, but i cant make any purchases, cant pay an invoice, cant pay ebay fees, cant pay for any item, getting this error.

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.

When contacting through Paypal message centre i don't get any response, when calling them they say everything is fine.

What should i do? please advise...

Glitch again maybe? You can..

1 : Wait a full 24 hours, Then try again.
2: Download the paypal app and try that way. (make sure it's a phone never used with another paypal or ebay.
3: Try a different web browser

tried to wait 1,2,4 days, different web browsers, still same
that's some security measures by paypal, but i don't get why they say everithing is fine
and when i will be able to use my money, such a rip off, makes me sad.
maybe there should pass some time for a new paypal and everything will be fine, don't get it...
