I can't pay a subscription of 9 dollars on scribd, but I can send $500 dollars? LOL

When I try to pay on paypal with that book site scribd it's like $9 usd it give me merchant go back can't complete now, but I am able to pay other stuff in big amounts, it's been like this for many days and I tried other accounts same issue, gosh paypal is one huge idiot system sometimes.
