Phone verification general question
 

Guys, dont slap me for throwing a noobie question, but I had a question for all you expert out there,

When opening your paypal account, do you have to verify the phone as soon as you open up the account? Or do they only have you verify it when you add a bank account? Or when withdrawing the money?

If so how do some people manage it to get it veirifed with free apps such as textfree?

Also, the phone verification is only needed once right? Just to lift up the limits
