What kind of cell phone is good one with sim card ? with sim card can I interchange sim cards and have a diffent phone on each sim card? if cell phones unlocked?

you can buy cheap prepaid phones from walmart, or if you have a flee market near by you can go there too

What exactly are you searching? your question is not clear..
Do you search for these prepaid phones like mentioned before, i think they're called tracpfones?

As we dont have them in europe, i can only tell you that your phone should be 1. DualSim and 2. have a tray where you slide it out with that needle pin, you don't have to turn these off, so you can hotswap simcards.
you can modify it by putting a wire around the needle hole so you can change cards faster

for paypal i'd use google voice. You need a phone number to last the duration of the account and it's free. And it works for quick security checks. To verify if you're the person that matches with the name though, that won't work.
