Only able to create one google voice per phone

Anyone else having an issue creating more than one google voice number per phone? I never had a problem up until lately.

use different app sites, you can get different free phone #'s.

I've never been able to create more than one GV # per real #.

It used to be 2 google voice accounts per number.
They changed it to 1 per 1 ratio in the last few months.
