Paypal Not Allowing Google Voice#

When I tried to confirm my Google Voice number on Paypal it didn't forward to my cell phone.

So I created another Google Voice# but Paypal won't let me change it. Every time I try to enter the new# it says "Can you check your phone# and try again?".

Anyone else had this problem?
