Can I use VOIP to register/verify a PP eBay accounts?

I use VOIP simply because it's cheaper, but my question is; does PP and eBay allow the use of VOIP for registering and verification purposes

I get what you mean. Nobody likes VOIP. But the thing is I want a seller account in Australia, however I'm not based in Australia, so getting a real AU phone number is not possible.

I was thinking about getting a AU virtual phone number that looks like a real phone number, or spoofing a phone number.

I would start with sms verification through the services that doesn't pop up as voip and when you have everything ready to roll, just rent a normal prepaid number with call forwarding..

Though I read the whole eBay Stealth, I don't know how to verify any account by using VoIP. I am not US resident. That's why I couldn't use a real US phone number. Any help?
