Using Skype to verify eBay and PP

I've just been reading up on the Skype site and it came to my attention that I can buy local Australia phone number with Skype.

I know Skype is a VOIP service but how would eBay and PP know, if my phone number is a innocent looking local Australia number?

It will be the same as using a real AU number/AU SIM, wouldn't it?

Skype using is the worst idea to verify the acc
