Using those will result in a suspended account.
In addition you cannot keep those number and cannot use them t o make or receive calls to ebay should it become necessary.
OP - youre in the US so why open a German ebay account? open a US account and get a cheap prepaid phone. Problem solved.

U can use any number you want , ebay allows it.

But I have a suspicion that it adds to raising a flag if SIM is from a different country

You cannot use any number you want. VoIP will cause suspensions. I am not sure what a foreign number would do, but why bother if you can get a number in the country you need
