Verifying ebay and paypal account?

To verify an ebay and paypal account is the only way via the phone, or can it be done via e-mail? Also if it is done by phone what do they ask you?

different calls, both automated codes that you input online, one is ebay seller account call, other is location verification call.

I think him is newbie .. welcome u. Ebay only accepts call verification, no exceptions.
However, Paypal accepts both if your account is limited and needed confirm location by fone then mail. :) gud luck
