Phone number for Ebay seller verification

I'm setting up an Ebay seller account, I don't live in the US, how do I get a valid phone number for account verification?

I've searched, but don't know who has the best service, because I tried a lot for account creation, and I always get suspended, I'm thinking it's because of the phone number.
