Only for a limited account, not to be confused with a working account, where it is possible to add a new phone number or change it, and wait update.
This can't be changed until you verify your phone number.
Unable to open an account, asks for phone verification, i am using a real sim card and tried 3 different numbers, but it does't work. Is there a problem with a phone number that is not registered to a paypal name?

Already resolve: "This type of phone number isn't supported"
