Valid ID for SIM card verification?

When registering a pre paid sim card from a starter kit, you need to enter valid ID. Has anyone tried using a VCC for this, and does it work?

I'm not sure if this is a requirement in the US or UK but it is in Australia.

Last time I bought one from a supermarket, I had to hand over my drivers license. Don't really want to do that again.

But doing it online you have more options.
