phone verification question

ok this may be a silly question but i have been wondering.

How can paypal tell if we just a random phone number out of the phone book? i have never gotten calls from paypal to my real number that i have added. is it an automated system that just checks for a real number?

It's automated. It usually happens when you become limited or another member reports you for false info.
