I was hoping for some secret place in the dark web but I know the kind of places you mean. Judging by the amount of people looking for Italian numbers and the amount of people offering them (zero), whoever can get into this business can likely make quite a lot of $$$.

But selling SMS services and SIM cards is illegal only in Italy (maybe some other countries too?). You can easily buy most countries online for next to nothing.
