Pp phone verification

I have tried confirming my phone number on pp using Google voice and burner.. but both wont receive any texts from pp.. is there any virtual landline website that works.. or is there something im missing on GV cause it seems to work for most people.

Could you advice HOW i can use tracfone with my Ebay/Paypal accounts , if i i'm not in US ?
(I guess i need to buy it online with delivery to my friend/relative , they should activate it and turn it on, then will expect the SMS or CALL from Paypal?? )

I'm looking for some easier method to avoid the Phone verification...
