Which UK Sim cards are the cheapest and do not require a top-up in order to activate?

I like 02 and vodaphone sims.

There is no messing around or top up required. The number is displayed on the packaging.

Plus pretty much everywhere sells them. You can get them from amazon for 1p or direct from the website.

yep i use vodaphone or t-mobile, i can get 100 sim cards for £20-£30 on ebay.

Will this work fine for phone verifaction? just buying a cheap phone and 1p sims (keeping hold of them incase i need them) However if i was to call eBay i would need to top up the SIM ?

Yes you would need to top up the SIM to make an outgoing call.

Most major networks can take incoming called without topping up though which is great for stealth.

I use Vodafone and EE myself, as you don't need to top up to activate it. If you need to call out, EE has a plan with £1 a week so it's good and cheap.
Can order SIMs on the website, super easy.

Managed to get a cheap phone on Amazon £10 on Vodafone so ordered 5 sims too- very cheap. This should be fine, if i was to ring eBay do they track the number you are calling from in anyway... I mean if i just used a phone that wasn't linked to any eBay accounts that would still be fine?
