Hello, US Google Voice number will work? I heard that these numbers can work with PayPal because they are SMS capable, permanent and unique phone numbers... Thanks

Yes they work with Paypal perfectly but not successfully in making eBay accounts with selling limits. Almost instantly you will get Zero Limit with google voice when used with eBay registration.

Likely because GV has always been free and sooooo abused by ppl for account creation.

yup GV won't work for ebay, it can be used for paypal if you register it with the paypal or you're going to have to let the number sit on the account for like 24hrs before you can use it.
