Phone verification for italy/eu. What to do.

I tried many things bought local numbers even but none of them receive sms so couldn't verify paypal.

Maybe at this time in the PayPal was down for maintenance.

I have all the SMS come through Italy.

When you put the SIM into the phone, is it a) getting a signal and b) receiving calls (if not texts) ?
