Any price differences between Commercial base and Commercial plus shipping?

Pricing is the only difference. You get slightly deeper discounts with Commercial Plus. The level of service you get from USPS is the same with both.

They're published online for the most part. Certain companies (especially Amazon) have negotiated Com Plus rates that are way lower than rates accessible to the public.
