DHL "Shipment on hold in Cincinatti" - The shipment is awaiting the next scheduled

The DHL tracking page says this:

15 Shipment on hold CINCINNATI HUB, OH - USA 07:15
14 Clearance processing complete at CINCINNATI HUB - USA CINCINNATI HUB, OH - USA 05:15

13 Processed at CINCINNATI HUB - USA CINCINNATI HUB, OH - USA 05:11

12 Arrived at Sort Facility CINCINNATI HUB - USA CINCINNATI HUB, OH - USA 03:50

When I click Further detail, it says "The shipment is awaiting the next scheduled movement".

It is still a few days before the estimated arrival date, but why is it on hold? The item is only $80 so I don't think it needs additional duties paid on it. Is this just some kind of delay like it missed a plane or something?

I rang them up and they just told me that they sometimes have trouble delivering items but it will be delivered eventually. A few days later the status just jumped to "forwarded for delivery" and says that it's in my city.
