Can customs 'blacklist' your name

I've heard people say that Customs can blacklist your name if you have a parcel seized. What I'm unsure about is, what if you had a new address (completely different area but still used the same name. Surely they don't blacklist names otherwise those with the same name would be affected?

It's the address they blacklist. They keep a record of the name AT the address, but it's the address they keep on the radar forever.

Thanks for the reply. I've had a parcel in the outward office of exchange since 6am this morning. Usually they go straight out, you ever encountered this?
