Ok,

So the situation is; I purchased an item from somebody in the USA, from a forum. Its a small part for my car no bigger than the size of a CD. It wieghs about the same too.

So this transaction was not done via eBay. However, I paid for the item through paypal and the funding source was my bank account; so am I correct in saying that I have two options to get my money back? 1) being paypal 2) being my bank.

I haven't received the package and the seller is not replying to my emails. Its been two weeks, so im getting worried.

I just want to know.. Will I get my money back? The shipping service the seller used is " Priority Mail International Parcels - Registered Mail - USPS "

I have spoken to USPS and this service does not require a signature.

So what I want to know is - Does the seller have a leg to stand on? I havent received the item yet and its been weeks so who are paypal going to side with if I open a dispute.. He also hasn't got signed for proof of delviery, only a tracking number?

You can open a claim and seller will have to submit proof of postage - if he has no tracking, your chances might be good....wait, what does the traching number show then? Still open up a case.

If its been two weeks, and it was shipped USPS Priority (from where exactly in the USA?) to you in UK.
Then it might take a month or so.....
But if the seller hasn't replied to you within weeks, then you have a solid reason to open up and dispute and escalate it to a claim.

Anyway, we are talking about Pa ypal here, and they usually side with Buyers.

Just make sure to give the money back to the seller,
once the item has arrived (if you feel he/she deserves it). :fight:

Karma has a sad/bad way of getting back at ya. :faint:

Priority Int'l can take up to 10 business days to major markets. Personally, I'd give it a few more days.

The first and last time I sent via USPS Priority Int'l mail, it took 14 business days before it was delivered. So just wait another till end of the week.
I always + a few more days unless I'm expecting express mail.

USPS claims 6-10 business days for international priority. Since it is going overseas yuo can expect the maximum time more than likely.

Tracking is crucial. Remember this is paypal and the customer is always right. International orders over $100 need to require a signature so it's the sellers fault.

I would give it 3 full weeks (15 business days) which is 50% than the maximum transit time. Message the seller the day before saying yuo haven't received it or heard from them so you will now open a claim tomorrow as a last resort.

If that doesn't get their attention then just get your money back plain and simple. If it comes in a month later or something it's the sellers fault for non communication
