While what you did was wrong, this seems so unethical on their part. Waiting until it piles up and throwing it back at you, telling you to pay up. You should usually get a package returned immediately or get a letter in the mail right away saying it was delivered, however you must pay up.
I once had a package refused at the post office because I marked it as 3.4 pounds and not 4.1 as they officially weighed it. So I had to return home, void the label, print another, and the price ended up being the exact same. They have a certain cut off for the price going up. Example: 3.4 lbs - 4.4 lbs will always cost $15.00 but when you change the weight online to 4.5 lbs, it would go up to $17.50.
