Who files the claim on a Delayed USPS Package

Just wondering who is suppose to file the claim on a delayed usps package, the buyer or the seller? I charged a set shipping rate for UPS but I ended up shipping the package through USPS, it is two days over it's expected delivery date. The buyer did not choose to have it shipped through USPS nor did he request that it be there on a certain day, that is just how I ended up shipping it.

What was the last updated thing on the tracking number?

I don't know if it is possible for file a claim for a "delayed" package with the USPS. If there is insurance on the package and it is not received or it is damaged, it is usually the BUYER who has to fill out the claim form.

How was it shipped (first class, priority, express) and what is it that you are trying to claim? If it is not officially lost yet, I don't see what the claim would be for unless you are asking for a refund on the shipping charge and that is not very likely to happen. The USPS is very clear in stating that delivery times on First Class and Priority Mail are NOT guaranteed. There IS some sort of a guarantee on Express Mail, but I don't know what that involves.

It gives you an option to file a claim for delayed packages. I usually always ship through UPS but I actually chose to ship through USPS so that it would get their sooner. The cost of shipping was more and it didn't arrive when it was suppose to.

I enter the tracking number and it says: The package is delayed and will not be delivered by the expected delivery date. An updated delivery date will be provided when available. Your item arrived at our USPS destination facility in ______________ on October 25, 2015 at 4:55 am. The item is currently in transit to the destination.

In my experience, that means it will be there in a day or two. Once it reaches the destination sorting center, it tends to happen fairly quickly.

Never had that happen before. Hopefully it gets there soon.

It'd be more effective for shipper to file it.

I am not going to file the claim, I tried to select it from the menu just to see what would happen but the delayed package option disappeared on the next page so it gives you the illusion that you file for a delayed package but you can't. I'm sure it will get there eventually, just sucks for me because it makes me look bad.
