no i declared it as teething toy for babies. Made of silicone. The supplier said its FDA approved

They may well have lied to you about that one.

Have you talked to the delivery company? Chances are they will deal with things like this all the time

How can it be FDA approved when you live in another country. You need the approval stamp of the US's FDA version for your own country, which I guess is Germany.

I would think the reason for a quarantine or check.

no these go to the US (FBA), and they told me, their product is FDA approved (got their Facility inspected).
