On a stealth account is there a set amount of time before it's safe to start sending funds? I would like to purchase BTC via my stealth acc USA and I'm in Canada right now so i have no way of adding a bank account.

What makes you say you cant add a bank account because youre in Canada?
At least 2 Canadian banks I know of that can offer you a US based bank account (TD and RBC) not to mention you can always take a quick drive across the border and open accounts with several banks.
To answer your question - theres no set amount of time. It depends entirely on the account itself and how much trust paypal has in it which is calculated by its and history (both buying and selling). If youre planning on this being your first transaction and your planning on sending large amounts of money it will likely will not work.
