All thous cards like loadoo, xapo, etc. are the same wavecrest cards. Original price is ~1 usd/gbp/euro per card, but why not to ask several times more like most of thous online wallets does :D
Ogh, by the way- you need to confirm identity after buying thous cards or they will be locked-dead as soon as money from paypal arrives. Started at 2016-12-01 in case you missed.

Sounds like it's not the card to blame, but rather with Paypal. Might be worth waiting a couple of days and trying again

A lot of the Bitcoin debit cards allow PayPal withdrawals as long as the countries PayPal you use support it. I used to use Romanian accounts for this, please note SOME if not ALL of the Bitcoin debit card sites require you to complete the KYC verification BEFORE they allow you to deposit although using a mismatched name was not an issue, ever.
